Incident size-up is the comprehensive evaluation of an incident's conditions, hazards, and resource requirements upon initial arrival at the scene, utilizing frameworks such as the Incident Command System (ICS) and National Incident Management System (NIMS). This assessment is crucial for formulating tactical strategies and prioritizing actions, including establishing Hot, Warm, and Cold Zones. Not to be confused with reconnaissance, which focuses on detailed environmental analysis and potential threats beyond initial observations. In fireground operations, it is typically described using common ICS (Incident Command System) language such as roles, divisions, groups, and accountability to keep coordination consistent.
